HUMAN RESOURCES SPECIALIST - TECHNICAL CAREER FIELD

This position involves a multi-grade career ladder.
The major duties listed below represent the full performance level of GS-11.
At the GS-5/7 grade levels, you will perform assignments of a more limited scope and with less independence.
You will progressively acquire the background necessary to perform at the full performance level of GS-11.
Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Promotion Progression:
This position is being hired at the GS-5 and GS-7 grade levels.
During this program, when trainees meet administrative and qualification requirements and have been in their hiring grade for a minimum of one year, they can be promoted to the next higher grade level.
NOTE:
Trainees cannot be promoted beyond the established promotion potential of the position (GS-11).
Promotion is not an entitlement and is contingent upon achieving the established training goals to the satisfaction of the preceptor.
The Technical Career Field (TCF) is a national workforce development program within Veterans Health Administration (VHA) that was designed to replenish technical staff in critically identified positions.
The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field.
Individuals selected follow a formal training plan for 2 years during which they are trained, coached, and supervised by a Preceptor.
Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location.
Selectees will be required to sign Mobility, Training and Continued Service Agreements.
With more than 150 medical centers and hundreds of clinics nationwide, it is possible that you will need to relocate for a position.
If relocation is necessary for permanent placement, VA pays for moving expenses.
The Human Resources Specialist provides services for a wide variety of employee categories that involve different systems with different statutory and regulatory authorities such as General Schedule, Federal Wage System, Title 38 and Hybrid Title 38.
The work involves analyzing, interpreting, developing, and/or implementing laws, regulations, policies, and/or guidance in the areas below:
Classification - classify positions and assign titles, pay plan, and grade; evaluate/certify position responsibilities for position actions; prepare documentation in the classification and job grading systems; conduct audits; process actions; provide advice and assistance with appeal procedures to meet VA and Office of Personnel Management (OPM) requirementsSalary - conduct salary surveys; determine pay rates for discretionary pay actions; advise managers on the use of recruitment and retention pay flexibilities; resolve pay setting errors or discrepanciesStaffing - review and analyze vacancies; develop crediting plans and rating guides; conduct job analyses; discuss recruitment strategies; develop vacancy announcements; reviewing employment applications; convene and instruct promotion panels; adjudicate veterans preference; determine pay rates; assemble payroll processing documentation; assure consistency with all VA and OPM regulations and guidanceBenefits - provide advice and guidance on employee benefits; administer and providing training to supervisors and employees on the agency's injury compensation programEmployee Development and Training - determine immediate and long-range training needs of the organization; review and analyze training efforts to determine the effectiveness of the training programPerformance Management - provide managers and employees with information regarding the performance management system; review performance plans and information justifying award nominationsEmployee Relations - provide advice and guidance regarding conduct and performance issues; develop and conduct employee relations training; prepare for third party hearings and appeals; research current case law and provide interpretation of the applicability to various disciplinary action situationsLabor Relations - provide interpretation of union contracts; negotiate local memos of understanding; prepare labor-management proposals; research and evaluate applicability of laws, regulations and precedents.
This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision.
You will ultimately acquire the background necessary to perform at the full performance level of GS-11.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
