POSITION Overview:
Supervisory Human Resources Specialist (Labor & Employee Relations,) GS-0201-13 - Serves as Supervisor of the Labor/Employee Relations functional area and over staff at the Lake City and Gainesville Divisions of the Human Resources Management Service (HRMS) for the North Florida/South Georgia Veterans Health System (NF/SG VHS) which has over 6000 paid employees.
NF/SG VHS is a level 1a facility, representing the most complex facility category.
The NF/SG VHS includes two (2) medical centers, three (3) large satellite outpatient clinics (OPCs), and eight (8) small community-based outpatient clinics (CBOCs).
The incumbent has program management responsibilities over the healthcare system's labor relations, discipline, appeals, and grievance programs; and administrative supervision over staff in all human resources functional program areas.
The healthcare system involves union representation by National Nurses Association (NNU) in the Lake City Division, and two locals of American Federation of Government Employees (AFGE)- one each at the Lake City and Gainesville Divisions.
o Subject to day travel to the other affiliated VAMC and OPC/CBOC facilities within the NF/SG VHS network.
o Serves as a technical advisor/management representative in cases with potential impact on local labor and employee relations program.
o Is the principal point of contact on labor management relations matters of overall concern to established bargaining units.
o Investigates grievances and Unfair Labor Practices (ULP) on complex and/or far-reaching issues in the pre-litigation stage for possible settlement or withdrawal.
o Prepares case-related agency briefs, position papers and third party appeals.
o Recommends solutions to problems with significant impact on cost, production or working conditions.
o Issues impact other locations or subordinate organizations.
o Prepares statistical reports and/or written guidance on assigned HR issues.
o Develops/promotes alternate dispute resolution.
o Recommends solutions to problems with the potential for serious impact on the organization's mission or budget.
o Develops and provides training and orientation to supervisors and managers.
o Provides expert technical guidance and advice, including training to management, in unusually sensitive issues stemming from grievances, appeals, disciplinary actions, adverse actions, medical determinations, employee/management issues, etc.
o Provides managers and employees with information, advice, and interpretations of the agency's and organization's HR policies, procedures and guidelines.
o Ensures the timely preparation of rationale/merit arguments, based on analysis and correct interpretation of conflicting precedence and guidance.
o Demonstrates ability to develop and sell alternative solution/settlement agreement o based on needs and knowledge of overall labor environment.
o All other duties as assigned.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
