Course Delivery 40 percent Conducts instruction on a variety of professional, leadership, organizational, technical, and educational topics in multiple courses and programs of instruction. Courses may be from purchased materials, locally developed content, VISN, VHA or VA program offices. Examples include but are not limited to LEAD programs (Competency Development for Leaders, Stepping with PRIDE); Aspiring Leaders; VA Voices; Outward Mindset; Own the Moment; Excel Levels 1, 2, and 3; Franklin Covey; Vital Smarts' Crucial Conversations; Basic and Advance Communication; Mentoring and Coaching; Customer Service; Performance-Based Interviewing; Servant Leadership; Basic Instruction; Emotional Intelligence; Patient Experience; Online Collaboration and Virtual Teleconferencing Platforms, and Employee Engagement. Delivers instruction using a variety of delivery modalities (face-to-face, online, or blended) based on course materials, participant needs, and/or environmental conditions. Course Development 25 percent Develops and modifies courses and training programs using up-to-date instructional technologies and adult education best practices in the design, development, and deployment of learner-centric formal training and education. Course development is across multiple content areas, services, and program offices. Designs, creates, and updates full-length courses in multiple subject matter areas. Develops course outlines, detailed instructor guides, participant materials, and storyboards when appropriate. Designs and develops formative and summative assessments to evaluate participant ability to meet course objectives and maximize learning. Uses feedback data to inform changes. Develops in compliance with 508 accessibility guidelines to ensure access by all participants. Course Management 25 percent Analyzes and evaluates NF/SGVHS workforce educational needs to develop comprehensive instructional programs. Applies qualitative and quantitative techniques to improve the quality and relevance of education through research, development, prototype experimentation, demonstration, and training. Compiles, analyzes, and processes one-time and recurring reports on learning program initiatives, trends in workforce development, assessment results, and accumulated feedback data. Strategically uses that information to inform course changes and sustainment. Ensures program integrity and compliance with standard evaluation and assessment criteria. Program Coordination 10 percent Performs liaison and coordination work with governmental and non-governmental personnel. Establishes new contacts within and outside the agency to obtain needed information, often seeking it through direct interviews. Work Schedule:

Experience in instructing a variety of training programs and curriculum to adult target populations; understanding of adult learning and instructional design principles, including but not limited to the ability to plan, design, develop, and implement training materials. GS-11 Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
(1) develop and update courses (including web-based) policies, guidelines, instructional methods, materials, etc., for training programs and provides instructions regarding on-line training methods. (2) provides training to supervisors and staff and assists in developing policies and standard operating procedures, and (3) Designs studies, training programs, and organizational strategies for identifying opportunities to improve customer service and process quality. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, OR three full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Individual Occupational Requirement (IOR):

Undergraduate and Graduate Education:
Major study -- education or a subject area related to the position to be filled. OR, Specialized Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Physical Requirements:
The work is primarily sedentary, although some light physical effort may be required. There may be some walking; standing; bending; carrying of light items including training paperwork or manuals, or small equipment, such as laptop computers, mobile LCD projectors; or driving an automobile. Incumbent may be susceptible to eyestrain from working long hours on the computer. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
