Public Affairs Specialist

The Public Affairs Specialist provides leadership and direction for the Public Affairs program in an integrated health care system . The Public Affairs Specialist develops detailed plans, goals, and objectives for the implementation, administration, and evaluation of the effectiveness of the Public Affairs Program for the North Florida/South Georgia VA Healthcare System, outpatient clinics, and community based outpatient sites. Duties include:
Performs work related to public affairs activities to include planning, developing and producing a variety of materials and publications including print, visual, Web-Based, multimedia, and video materials to convey information about VA to a variety of stakeholders Develops new methods, strategies, and communication plans covering the complete spectrum of the organization program Presents information on a wide variety of subjects using the full array of written and oral presentation formats Gathers input from individuals and groups with conflicting views and interest, develops various approaches and strategies in communicating the agencies objectives Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for the GS-12 Public Affairs Specialist, in addition to meeting the time in grade restriction, applicants must also have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized Experience for this position is defined as:
Mastery of communication principles, methods, practices, and techniques, analytical methods; and interpersonal relations practices. Skilled in applying such mastery in developing and applying new approaches to the most difficult and complex public affairs of a health care organization by developing or evaluating information programs to enhance the understating of internal and external stakeholders Health communications experience creating communication products such as web content, video, multi-media, PowerPoint, new articles, face sheets, pamphlets, etc. Must have strong written and oral abilities Knowledge and skill to analyze the public's reaction of policy changes and develop recommendations that significantly modify a health system's programs or policies Knowledge of healthcare processes. Significant experience in working in public affairs at a large health care facility with multiple sites of care You will be rated on the following Competencies for this position:

Physical Requirements:
Work is usually performed sitting at a desk, in news conferences, briefings, meetings, etc., or riding in an automobile or public transportation. There may be occasional brief visits to industrial or construction sites, national parks or forests, military equipment test sites, etc., however, no special physical demands are involved in performing the work. Pre-Placement Examination Requirement:
All motor vehicle operators and incidental drivers shall undergo a standard pre-placement examination and periodic medical evaluation at least once every 4 years to ensure that employees who operate government owned or leased vehicles are medically able to do so without undue risk to themselves or others. To qualify as an incidental operator, an employee must possess a valid State license, have a safe driving record, pass a road test, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
