The Government Information Specialist assists in overseeing all ongoing activities related to the development, implementation, maintenance of, and adherence to the organization's policies and procedures covering the privacy of, and access to, patient health information in compliance with federal and state laws, Veterans Health Administration, and NF/SGVHS information privacy practices. The specialist also assists in processing all FOIA requests for the release of information and assists with the records management functions of the records information life cycle. Privacy Program Operation and Administration 50% Under the supervision of the Privacy Officer, the Government Information Specialist will assist in the implementation, management, and maintenance of the Privacy program for all NF/SGVHS facilities by preparing and responding to correspondence, distributing information, reviewing facility processes and products for compliance with program requirements, and assessing the facility privacy posture through periodic evaluation of the facility's collection, use, storage and maintenance of sensitive personal information. FOIA Program Operation and Administration 25% Under the supervision of the Privacy Officer, the Government Information Specialist will assist in the implementation, management, and maintenance of the FOIA program for all NF/SGVHS facilities by preparing and responding to correspondence, distributing information, reviewing facility processes and products for compliance with program requirements. Records Management Operation and Administration 25% Under the supervision of the Privacy Officer, the Government Information Specialist will assist in the implementation, management, and maintenance of the Records Management program for all NF/SGVHS facilities by preparing and responding to correspondence, distributing information, reviewing facility processes and products for compliance with program requirements. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience for this position is knowledge and understanding of the Privacy Act, HIPAA and Freedom of Information Act (FOIA) legislation and implementing regulations; knowledge of records management procedures and guidance; effective oral and written communications skills in order to explain Privacy/FOIA and record management requirements and procedures to management and staff; ability to establish and maintain good working relationships with managers and staff throughout the facility and with representatives of other organizations with Privacy/FOIA and record management related responsibilities and interests. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. You may qualify at the GS-09 based on your experience and/or education as described below:

Physical Requirements:
There are no unusual physical demands. The work is primarily performed while sitting although some work may require periods of standing, walking, bending, lifting and carrying of items such as record boxes and bulky files. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
