Supervisory Program Specialist

Supervision (25%) The Supervisory Program Specialist oversees and provides supervisory and program direction for the Veteran Experience Program. Responsible for designing, implementing, maintaining, and evaluating the Veteran Experience Program for NF/SGVHS, which includes Patient Advocacy, Patient Relations Congressional Liaison, Patient Centered Care, and Customer Service Cultural Transformation. Executive Leadership looks to the incumbent's program to provide guidance and recommended training, communication, and physical environment enhancements in order to ensure exceptional Veteran experiences. Acts on behalf of the facility Director to resolve problems, expedite services, or implement necessary corrective measures within established policies and where appropriate, through committee participation. Reports to the Deputy Director, NF/SGVHS. Supervises Patient Advocacy staff, providing administrative guidance and technical direction for accomplishing the work. Ensures employee work assignments are prioritized appropriately and carried out in accordance with a coherent, unified messaging strategy. Makes decisions on problems encountered during the daily work of Patient Advocacy staff, including implementing new policies and procedures as needed to eliminate barriers to production or improve business or customer service practices. Program Planning (25%) The incumbent functions as the NFSGVHS Veteran Experience Officer (VEO). As such, he/she fulfills a highly visible, key leadership role. Prepares and projects short- and long-range planning efforts and ensures directives are met in preparing annual and cyclic planning efforts. Advises Executive Leadership as well as Service Chiefs and key program managers as stakeholders. Provides technical expertise in the field of healthcare planning and comprehensive advice and assistance to the Director regarding possible need for revision of System-level policies governing specific Veteran experience planning activities. Works with a broad range of leadership and staff to assess priorities that best meet healthcare delivery needs. Program Implementation (25%) Program responsibility includes:
investigating complaints and incidents, coordinating various follow-up activities, which are often interdisciplinary and highly sensitive; providing oversight for a comprehensive system of records that document local responses and outcomes, specific to Veteran complaints/concerns. Participation is also expected in identifying issues that occur on a repetitive basis and in the development of various process improvement teams to correct identified trends and system gaps. Staff Training and Special Projects (25%) The incumbent designs studies, training programs, and organizational strategies for identifying opportunities to improve the overall quality of the Veteran experience. Conducts studies on new models of care and holistic health to determine benefit to Veterans as well as their level of interest. Provides advice and counsel to technical specialists in identifying business areas with potential for significant quality improvement. Prepares and/or reviews reports involving trend analysis and ensures follow-up in areas of the Veteran experience. Prepares and analyzes data and makes recommendations for improvement. Facilitates innovative application of best practices and quality management methods. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Physical Requirements:
The work is generally sedentary, typically performed sitting at a desk, in conferences, briefings, or meetings, or riding in an automobile, plane, or train while traveling to events. Walking, standing, and bending may be required, including during presentations, visits, and tours of the facilities. Flexibility is required to accommodate events and activities occurring during other than normal business hours. Mobility is required in terms of staging and assisting staff with equipment and other materials. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
