Financial Management Specialist

A Financial Management Specialist, performs administrative and financial analysis of operations throughout the Health System in order to identify areas which are creating financial problems, to identify areas which provide opportunities for cost containment, cost reduction and cost avoidance, and to provide assurance of compliance with all applicable policies. Analysis includes, areas of high risk for waste, fraud, abuse, and mismanagement, Internal Controls, Employee & Patient Accounts, Capacity Utilization, Billing Activities, Non-VA Workload transactions, and Contract Administration. The Financial Management Specialist plans and conducts financial procedure and process reviews with a great deal of independence and with a great deal of professional judgment. Review findings and recommendation are made which provide top management officials with the opportunity to address identified issues in a timely and effective manner. Incumbent must have knowledge of the theory, concepts, principles, and practices of financial processes and procedures and, as required, financial and performance monitoring, and financial management enough to conduct difficult assignments but are not limited to the following:
Review changing system and program environments due to new laws, regulations, and standards Conceive new approaches to existing programs Resolve problems of vital importance to the agency where there are conflicting economic and public interests Plan, analyze, determine cost/benefit relationships, and coordinate a great variety of functions, operations, teams, or interfacing administrative systems Conduct examinations that require an integrated analysis of intricate and complex accounting systems, business activities, and financing over a broad range of industries, occupations, and specialized entities Develop and apply unique or extensive probing and analysis techniques and methods Conducts limited studies and analyses to develop required data and information for reporting purposes and prepares administrative reports Designs, compiles, analyze and interpret statistical information relevant to resource management and use it to make or recommend changes to correct deficiencies Downloads data, examines the various payroll accounts and prepares worksheets to reflect the source of any discrepancies or corrective action needed to prevent recurrence Compiles and verifies the accuracy of the accounting and budgetary data to prepare various reports, schedules and comparative analyses of accounting, budgetary and payroll transactions Support planning, design and execution of process improvement opportunities Interacts with cross functional teams to include other Services, the VISN, CPAC, and SAO East to ensure business processes and rules are aligned, adjusting documentation accordingly streamlining processes Provide training to staff on service specific subjects Protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policy, and VHA policy Protects the data from unauthorized release or from loss, alteration, or unauthorized deletion Follows applicable regulations and instructions regarding access to computerized files, release of access code, etc., as set out in the computer access agreement that the employee signs The Financial Management Specialist meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized Experience defined as:
Understanding and applying goals and objectives, monitoring, and tracking to completion; advise management of issues; knowledge, interpretation, application and advisement of laws, regulations, policies, procedures and or concepts pertaining to pay activities; job training and instruction to employees on tasks and techniques; assesses, develops, presents, and evaluates training plans, materials and sessions for employees to capture updates in laws, policies or systems; skilled in oral and written communication with various levels of individuals and modalities; develop and apply auditing techniques and methodologies with compensation, financial systems, employee-related functions, and pay policies; data extraction and analysis. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. OR, Superior Academic Achievement provisions identified here. Regarding the Superior Academic Achievement provisions, if more than 10% of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, you can qualify only on the basis of your class standing or membership in an honor society. Work is mostly sedentary, although there may be some nominal walking or standing for short periods of time.Work sometimes requires long hours to meet project deadlines and to devise corrective action for unexpected technical crises.
