Program Applications Specialist

Duties and program responsibilities include the following:
Performs administrative work related to the management of the Decentralized Hospital Computer Program (DHCP), Veterans Health Information System and Technology Architecture (VISTA), and MAS core software packages. Performs administrative work related to personnel and customer service training, planning/analysis of patient processing programs, special project support (data generation) and related committee activities. Serves as the coordinator for automated data processing systems that are used by this service, and other services (i.e., Admissions/Discharge/Transfer, Scheduling, Non-VA Purchased Care, AIME, Gains & Losses statistical tracking, HINQ Record Tracking, Patient Treatment File, etc.). Serves as the MAS ADP Training Coordinator for service specific and cross-service training needs. Upon request of MAS management, assists in creating specialized reports that are utilized by management for budget preparation (e.g. workload reporting pertaining to uniques, visits, encounters, admissions, discharges, etc.). Serves as the organization's expert in developing VISTA file manager (fileman) templates to access data and providing data reports directly to executive leadership. Participates on committees to serve as a subject matter expert interpreting data and/or recognized trends in data; serves as MAS representative on the Data Validation, Information Manager (IM) Council, Wait List Work Group and other local system committees. Assigns VISTA menu options and keys to authorized users, following established guidelines and Standard Operating Procedures; facilitates Veteran identification change requests (name changes, sex, date of birth, social security number); communicates with the national identity management team to facilitate changes to Veteran identity. Trains end-users in the use of the VISTA Ad Hoc report package; trains end-users in the use of the VISTA Ad Hoc report package; troubleshoots end-user VISTA problems relating to MAS VISTA package products. Helps facilitate operating and authorized bed level changes by preparing necessary bed letter documentation and then processing approved requests, utilizing the Department of Veterans Affairs (VA) National Bed Control System. Validates the accuracy of, and makes corrections to, the Gains and Loss (G&L) hospital statistical reports; creates Hospital Ward locations as needed; assigns beds to hospital ward locations; creates treating specialties and teams, etc. Responsible for maintaining a monthly system-wide internal data report, which identifies both inpatient and outpatient statistics. Serves as Acting Chief, Data Quality Section in the absence of the Chief, Data Quality Section. Responsible for participating in emergency management planning activities (disaster drills) conducted at the medical center. He/she may be required to help train staff on how to properly enter patient demographic information into the VISTA database (registrations) or facilitate the entry of this data. Promotion Potential:
Selection may be made at the GS-09 or GS-11 grade level. The selectee for the lower grade may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. The GS-09 grade is a developmental position which composes a career ladder structure that will target to the full performance level position described above. The incumbent generally performs the duties as outlined in the full performance level position but will do so under modified circumstances and increased supervision as indicated below. Advancement to the full performance level is not guaranteed and may be recommended only after it has been determined that the incumbent meets all regulatory and statutory requirements, is satisfactorily progressing in the training, is successfully performing the currently assigned range of duties as outlined in the next level target position and can assume expanded duties and responsibilities with greater independence. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes:
Implementing VHA regulations, policies and procedures in all areas of Medical Administration Service (MAS). Using MAS programs, business/workflow processes, and having a comprehensive knowledge of the mission and goals of the medical center's health care delivery system. Working staff work-methodology to perform routine review and appraisal or reports for service programs. Working performance management/measurement methods and tools to provide statistical reports for the operating systems within the service. Integrating new and emerging information technology within a medical business. Providing advice, guidance, and recommendations to management and other technical specialists on integration issues. Relaying new workflow process integrated with suggested software solutions to alleviate short term software deficiencies. Working business metadata that allows the ability to provide information related to continued business operations and external requests such as the Joint Commission, SOARS, and other internal audits. Using PIMS and VISTA software to assist with entry transactions on data needs and providing management with reports about any of the clinical or administrative data elements contained throughout the Medical Center. To qualify based on education for this grade level you must have completed 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree (Transcripts Required). OR, Combination:

Serving as functional user of Patient Information Management System (PIMS) core package. Performing administrative work related to the management of the Decentralized Hospital Computer Program (DHCP), Veterans Health Information System and Technology Architecture (VISTA), and MAS core software packages. Developing VISTA file manager (Fileman) templates to access data and providing data reports directly for executive leadership or in response to Action Items. Providing technical support to end-users both in and outside of MAS. Conducting Beta Tests, in concert with IRM, newly developed software patches prior to National release. Liaising with outside vendors on commercially procured data processing tools for MAS. OR, Education:
To qualify based on education for this grade level you must have completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR, Combination:
