Accountant

The Accountant is responsible for the installation, operation, and augmentation of an accounting section which records all financial transactions for the following major programs:
Medical Care; Contract Hospitalization; Community Nursing Home; Medical Care Cost Recovery, Outreach; Construction; Education and Training; Trainees, Research, and General Post Funds and Revolving Funds. The overall responsibilities of the Accountant are but are not limited to:
Performs the day to day operations and periodically reviews/audits transactions recorded throughout the system to assure accuracy of appropriation charges and accuracy and uniformity of accounting concepts applied. Interprets and executes all accounting manual changes, interim issues, controller letters, and other written directives affecting accounting operations. Assists the Chief Accountant in disseminating pertinent information to management concerning current problems, future programs or the financial implications revealed by accounting data trends and reports that may affect policy decisions. Ensures documents associated with returned checks, invoice processing, Public Vouchers for refund, overpayment and Bills of Collection are processed on a timely basis and proper controls are implemented. Provides medical center management financial advice pertinent to the particular state of planning and policy in accounting matters. Recommends corrective action on problems such as major deviations from standards and plans and other unfavorable situations. Assists in overseeing activities concerning entry of date into the various ledgers and records, transfers of funds, disbursements, receivables and payables to ensure funds are efficiently controlled and reports accurately reflect station financial position. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

BASIC REQUIREMENTS:
A. Bachelor's degree (or higher) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.) (TRANSCRIPT REQUIRED) OR, B. Combination of education and experience, which includes:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law (TRANSCRIPT REQUIRED); or, (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. (COPY OF CERTIFICATE REQUIRED) OR, C. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement above, provided that (1) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (2) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (3) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. (TRANSCRIPT OR PROOF REQUIRED). In addition to meeting the basic entry qualification requirements, applicants must have the following specialized experience and/or directly related education:
Specialized Experience/Education GS-9:
A. You must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service. Experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. OR, B. Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have completed 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree with a major in a field appropriate to the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (TRANSCRIPTS REQUIRED) Specialized Experience/Education GS-11:
A. You must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service that equips you with the particular knowledge, skills, and abilities to successfully perform the duties of an Accountant at GS-11. Specialized Experience is defined as:
(1) Utilizing knowledge of the theories, principles and practices of accounting and financial management; (2) Preparing cost estimates and budget forecasts; (3) Maintaining and reconciling accounts involving various transactions (such as grant accounts) and performing reviews and audits; (4) Using automated accounting systems; (5) Developing and maintaining databases and preparing accounting reports; (6) Knowledge of basic procurement procedures. OR, B. Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (TRANSCRIPT MUST BE PROVIDED), OR, C. Combination of Experience and Education:
Applicants may also combine education and experience to qualify at both grade levels. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. You must have a combination of specialized experience and education beyond the first 18 semester hours of graduate-level education earned to qualify at the GS-09 and beyond the first 36 semester hours of graduate level education earned to qualify at GS-11. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
