Administrative Officer (Primary Care)

The Administrative Officer is accountable for the administration and management of Gainesville Primary Care Service in accordance with the Medical Center policies and Veterans Health Administration Guidelines. Duties and responsibility of the Administrative Officer is to provide administrative support to the Chief Medical Officer and the Chiefs of each individual section to achieve day-to-day and long-term goals and objectives of the service. Gainesville Primary Care, care is comprised of Primary Care, Women's Health, Spinal Cord Injury, Compensation and Pension, Occupational Health, Employee Health, and Dermatology. Responsibilities Perform administrative and personnel management functions relative to staff managed and supervised Establish guidelines and performance expectations for staff Perform budget and financial management for the organization Develop work improvement plans and recommend personnel actions when necessary Reviewing the work of subordinates on work produced or decision made are consistent with established directives and laws Provide support for the CMO in reviewing office needs, plans, and justification for space needs for the clinic activities Direct supervision, development and assessment of assigned personnel Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience for the GS-11 is defined as Administrative Management, Budget Guidance and Administration, and Personnel Administration and Management work. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if directly related to the position. The check will bounce and the victim is left responsible.
