The Geographer aids both Geographic Information System (GIS) and non-GIS users in the development, application, and understanding of highly specialized GIS technologies, and is the technical subject matter expert in support of the GSSC and its stakeholders. Principal duties of this position include the following:
Geocoding large address files (5M
records) and applying GIS skills to the analysis of heath care access issues; Providing knowledge and skills in GIS technology (Esri) and database management (SQL); identifying data sources and evaluating GIS data for potential use; Carrying out assignments independently; interpreting customers' needs, producing data/cartographic products, and documenting methods; Managing geospatial projects; presenting results and reports on geospatial analytics to non-GIS savvy customers; Enhancing the understanding of geographic data, interpreting spatial analysis findings and translating analytic finding to assist in informed decision making.; Serving as a GIS expert and primary developer of GIS web applications using Esri GIS software; maintaining and enhancing existing GIS Applications currently in production; Performing location-allocation, hot spot analysis and other spatial analytic techniques and appropriately applying them to VA healthcare data. Demonstrating proficiency in GIS software, competence with spatial or network analyst and mastery of cartographic techniques; Performing expert GIS analysis for ad-hoc requests using appropriate analytic techniques; maintaining standard operating procedures for completing routine tasks. Providing data to project managers, identifying & resolving data discrepancies, and following quality control processes; Maintaining GIS layers for web-based map applications, publishing map services, and developing and maintaining web applications (Portal for ArcGIS and AGOL); Providing drive time analysis and distance estimates as needed to support VHA products/services related to Veteran healthcare access; Using best judgment to interpret and adapt agency policy, regulations, and precedents to specific projects and assignments; Providing leadership in the development and use of spatial data and analyses; evaluating and recommending new GIS technologies; Writing and executing advanced SQL queries to filter, summarize, update, and/or manage geographic data; Maintaining strong communications with GIS System Admins & IT staff to resolve network, server & application issues. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. To be considered for a GS-12 position you must have served 52 weeks at the GS-11. Education:
Applicants must meet the Basic Education Requirements as described below to qualify for the position of Geographer, GS 0150-11/12. 1. Degree:
Have successfully completed a full four-year course of study in an accredited college or university leading to a bachelor's degree or higher in geography or a related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields OR 2. Combination of education and
Experience:
courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as mentioned above, plus appropriate experience or additional education. You may qualify based on your experience and/or education as described below:
Minimum Qualification Requirements, GS 0150-11 Level:
In addition to meeting the education qualification requirements, applicants must have specialized experience and/or directly related education as described below:
Specialized
Experience:
Have at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the federal service. Specialized experience is defined as:
(1) Analyzes geospatial data and maintains geospatial databases (2) Manages geospatial projects; presenting results and reports on geospatial analytics (3) Employs cartographic techniques using GIS software (ArcGIS or equivalent software) for visualization and communication of complex spatial relationships (4) Maintains GIS layers for web-based map applications, publishing map services, and developing and maintaining web applications (Portal for ArcGIS and AGOL (5) Writes and executes complex SQL queries to filter, summarize, update, and/or manage geographic data. OR B. Education:
Have successfully completed at least 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field directly related to one of the following disciplines:
geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies or planning that included at least 24 semester hours in geography or related fields. OR C. Combination of education and
Experience:
Have a combination of education and experience that provides the particular knowledge, skills and abilities necessary to perform the duties of this position; courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies or planning that included at least 24 semester hours in geography or related fields. Minimum Qualification Requirements, GS 0150-12 Level:
In addition to meeting the education qualification requirements, to be considered for the GS 12 level applicants must have one year of specialized experience equivalent to at least next lower grade level (GS 11). Specialized experience is defined as:
(1) Extensive knowledge of the principles and techniques of systems and Geographic Information System (GIS) design and analysis; (2) Managing geodatabases, monitoring regular data update cycles, archiving data, demonstrating proficiency with enterprise Geographic Information System solutions and implementations; (3) Demonstrating proficiency with Geographic Information System database development, Microsoft Structured Query Language Server (including working knowledge of Structured Query Language Server Integration Services / Structured Query Language Server Reporting Services) , and Microsoft Office suite to further extend the environment enterprise wide; (4) possessing experience with ArcGIS Online, Web Services, Portal for ArcGIS, etc. There is no educational substitution at the GS 12 grade level. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
