Supervisory Security Officer, Chief of Police

The Chief of Police serves the North Florida/South Georgia Veterans Health System and all satellite outpatient clinics. The position is responsible to; plans and directs law enforcement and security training programs based on the development and interpretation of new concepts, regulations and standards concerning the law enforcement field; implements and ensures the enforcement of Federal and Local Criminal Codes, Criminal Rules and Criminal Investigation Techniques, Search and Seizure Procedures and the protection of Constitutional Rights. Duties such as conducts and coordinates physical security surveys and vulnerability assessments of the facility to identify critical and vulnerable areas and threats, to determine any weakness in security and/or opportunities for theft assaults, potentially dangerous traffic situations, or illegal operational activities; develops effective strategies to assess and mitigate security risks to people, agency resources and the facilities. The duties and responsibilities of the Chief of Police are, but not limited to, the following:
Maintain police/community working relations and exercises a high degree of skill in meeting and dealing with physically and mentally ill veterans, visitors, medical center employees, vendors, contractors, juveniles, disruptive persons, misdemeanor and felons. Initiate requests for personnel necessary to meet minimum staffing requirements, assists in making final decisions concerning appointments, promotions, reassignments and other status changes and the recognition of outstanding performance. Develops and implements operational police and investigative procedures required to all facilities; leads, manages and controls a Police Service personnel and Security & Law enforcement operations in a twenty-four (24) hours shifts, seven (7) days a week. Demonstrates a high degree of managerial tasks when planning, directing, organizing, coordinating and administering financial resources; monitors funds and contracts, ensures purchase card holders adhere to procurement requirements and certifies reconciliations of the Integrated Fund Distribution Control Point Activity (IFCAP). Coordinates with clinical personnel, counselors and other facility personnel to reduce causes and opportunities for assaults and misbehavior; assists in conducting administrative investigations to identify the underlying facility conditions causing patient or employees misbehavior to recommend the corresponding corrective measures. Provides support to senior management and executive team on risks and develops relationships with law enforcement counterparts to include in-country security, intelligence and private sector; the incumbent is accountable for ensuring that the organization is prepared to respond to significant security incidents. Monitors for appropriate function and management of the service communications, electronic surveillance and other programs:
police communication center, high tech security surveillance system, Criminal Justice Information System (CIIS) and CCTV cameras; ensures, administers and manages PCI and PIV card issuance, vehicle registration, parking lot control and privileges. Work Schedule:

You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience for the GS-13 is defined as:
Establishing procedures and controls to ensure the physical protection of facility resources against criminal, terrorist, or hostile intelligence activities in the VA . Interpreting and evaluating site/facility engineering drawings for potential security deficiencies. Designing and implementing installation of security systems. Supervising police officers, reviewing law enforcement procedures, setting overall objectives and deciding on the resources available. Communicating appropriately with all levels of individuals to provide consistent information and present, explain and defend controversial security policies and regulations at meetings and conferences. Physical Requirements:
The individual must maintain a high state of physical and psychological condition. The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
